A Trump Pro-Life Doctrine to Protect Unborn Children in Nigeria and Worldwide

Subject: A Trump Pro-Life Doctrine to Protect Unborn Children in Nigeria and Worldwide

Dear Mr. President,

I respectfully call upon your leadership to establish a Trump Pro-Life Doctrine that makes the protection of unborn human life a defining principle of American international leadership. Nigeria offers an important starting point for this historic initiative.

Your commitment to protecting unborn children presents an opportunity to extend this principle beyond America's borders through lawful, accountable, and evidence-based policies that defend vulnerable human life.

Confronting Nigeria's Abortion Policies

Nigeria's Federal Ministry of Health and Social Welfare published the National Guidelines on Safe Termination of Pregnancy for Legal Indications in February 2018. Their legal basis, interpretation, and implementation warrant independent scrutiny, particularly regarding late-term procedures and safeguards for unborn children.

Section 297 of Nigeria's Criminal Code addresses certain surgical operations performed in good faith and with reasonable care and skill, including operations intended to preserve the mother's life. I urge an independent legal and medical review to determine whether the 2018 guidelines remain within the proper scope of Nigerian law and whether their implementation adequately protects unborn life while ensuring necessary emergency care for mothers.

Accountability for American Foreign Assistance

I respectfully request that your Administration examine U.S.-funded programmes in Nigeria that may support abortion services and ensure compliance with the Helms Amendment, which restricts the use of U.S. foreign-assistance funds to pay for abortion as a method of family planning.

American taxpayers deserve transparency and assurance that their money is not used contrary to U.S. law. Where credible evidence establishes violations, your Administration should pursue legally authorized corrective measures and appropriate consequences, with due process and accountability.

Five Principles of a Trump Pro-Life Doctrine

  1. Protect unborn human life while safeguarding maternal health and access to necessary emergency treatment.
  2. Enforce U.S. restrictions on foreign-assistance funding for abortion and strengthen programme transparency.
  3. Encourage an independent review of Nigeria's abortion guidelines, relevant legislation, and late-term procedures.
  4. Apply lawful consequences where proven violations justify funding restrictions or other targeted measures.
  5. Invite other nations to join an international initiative promoting the dignity of human life and practical support for pregnant women.

Any sanctions or other restrictive measures must be grounded in clear legal authority, credible evidence, and due process.

A Historic Legacy

Mr. President, I urge you to direct the appropriate officials to review Nigeria's abortion policies and relevant U.S.-funded programmes, and to recommend concrete measures to strengthen the protection of unborn children.

Ahead of the 2026 U.S. midterm elections, I also encourage a national debate in which candidates of every political party clearly explain their positions on unborn life, maternal health, and government accountability.

Your Administration could establish a lasting international legacy by demonstrating that American leadership can defend the vulnerable, uphold human dignity, and ensure that foreign assistance serves lawful and clearly defined purposes.

I respectfully ask you to make the protection of unborn children an enduring priority of your Presidency and to consider Nigeria as a starting point for this global mission.

Respectfully submitted,

Academician Prince Dr. Philip Chidi Njemanze
Chairman, Global Prolife Alliance (GPA)
